Back refreshed and rejuvenated after the Christmas break I'm delighted to share with you some of our exciting service developments for 2009. Trustees and staff continue to monitor the services we deliver and are always keen to hear more about the types of programmes you might like us to run. Please let us know if you have any particular training or support needs so that we can look at how we might be able to respond to these. In April Community Links Bromley will be reviewing our Strategic Plan so we welcome your comments and suggestions. More about this later... In February, we are introducing a new format for one of our important information services. We are undertaking a redesign of the e-bulletin. Its structure, content and frequency will remain unchanged. But we will be changing how it is delivered to your inbox by using an online mailing system called a dot mailer. The reasons behind this change are many, but primarily it is a response to your feedback that the size of the bulletin (currently averaging around 35 pages) is too large. By splitting the bulletin up using the same sections for local news and events, national, funding, volunteering, legal and financial news with training and the catch all best practice, services and offers we will continue to give you all the latest information only in smaller chunks. Your subscription email will arrive as usual, but will be only a couple of screens of text - signposting you to sections of our website where you can read the articles and features. In addition to the continued production of relevant, timely local and national enews, this new format we will be able to seek your immediate feedback via online polls and surveys. A future service being planned will be to offer you the option of signing up to new specialist mail outs e.g. a policy update mailing list or funding mailing list. So that you can sign up and receive the news as it breaks. Philippa Leary, our bulletin editor will keep you up to date with the changes as they progress over the next couple of months. I do want to reassure you that the e-bulletin will continue to cover all the topics it currently does and we will carefully monitor your responses to the new format. In the meantime I would personally welcome your initial thoughts, comments and views on our plans. With warm wishes Eithne Rynne, Director  HYPERLINK \l "_Local_news_1" Go back News from Bromley LINk Meeting regarding Day Centre Transport Bromley LINk, on behalf of local voluntary groups, has organised a meeting at the United Reformed Church on Wednesday 28th January, from 11am until 1pm to discuss problems and concerns which organisations and individuals may have encountered with Council Transport to and from Day Centres. It is proposed to use this meeting as a fact finding exercise to see how wide spread this problem is and once all the information is gathered, to make an informed approach to Bromley Council. One specific concern which has been raised is the lack of punctuality of the service and how this impacts on the carers life. We look forward to hearing about other issues which you may have and hope you can join us on the 28th January. HYPERLINK \l "_Local_news_1" Go back Mutual Caring Mutual Caring amongst older families is increasing but often remains hidden. Mencaps report, The Housing Time bomb (2002) estimated that 29,000 people with learning disabilities are living at home with family carers aged 70 or more. Valuing People (2001) estimated that 1 in 4 people with learning disabilities living at home with family carers over the age of 70 are not known to statutory services until there is a crisis. The work of Bromley Mencaps Mutual Caring Project, was highlighted by the Foundation for People with Learning Disabilities as an example of best practice this month. This project is the first to formally support people with learning disabilities who are caring for their older parents and has led the way in showing the value of providing the right support and advocacy at the right time. The project now has a support group for carers with learning disabilities which has helped people understand that they are not alone and that its ok to ask for help and support. HYPERLINK \l "_Local_news_1" Go back Mencaps new care brokerage scheme Annette Elliment is the Brokerage Co-coordinator for Mencaps new service for people with a learning disability who dont get any services or help from Social Services. She will be providing support and information on issues to do with Housing, Leisure, Health, Employment, Money and many other problems. She will be able to assist with a number of different simple tasks like helping with reading letters and filling in forms, or just being there for a chat and a coffee. The post is based at Community House in Bromley, and Annette will operate drop in sessions every Monday, Tuesday and Thursday morning between 10.30-2.30pm and Wednesday and Friday between 10.30-12.30pm. It asks for comments by 30th January although it is not a formal public consultation. The various trusts say that this will not affect the implementation of A Picture of Health, or the referral to the secretary of state. HYPERLINK \l "_Local_news_1" Go back A Picture of Health Continues The Independent Reconfiguration Panel (IRP) the specialist body that looks at complex or contentious service changes on behalf of the Secretary of State will be undertaking a full review of the Picture of Health decision reporting by 31st March. Following the referral of A Picture of Health to the Secretary of State for Health by the Joint Health Overview and Scrutiny Committee of SE London councils, including Bromley, the Secretary of State referred the matter to the IRP. Their initial assessment completed in December was that they needed to conduct a full review of the decision. The Secretary of State has asked them to do so, looking at whether the proposal will deliver safe, sustainable and accessible services and how to proceed in order to take account of issues raised in the referral. The extension of the free travel scheme applies to journeys made on TfL routes, which include London buses, tubes, the DLR, and some train services (until now the elderly persons pass could not be used before 9am). The Freedom Pass, paid for and run by Londons boroughs, is one of the most comprehensive concessionary fares schemes of its kind for older and disabled people in the country, and London boroughs have recently agreed a 240 million deal to provide the Freedom Pass between 1 April 2009 and 31 March 2010. The independent evaluation will assess what has happened to support services during investment in them - starting with a look back at achievements from the first two phases of investment; April 2004 to March 2008. It takes the form of an online questionnaire which asks you to register at the start. There are 10 specific questions. Please take that time to complete it. One crucial issue is that until 2012, 60/70 per cent of Big Lottery funding is guaranteed to go to voluntary and community sector. Question 4 asks whether: Money should go to whoever is best able to deliver outcomes or To continue to guarantee that a 60/70 per cent is set aside for voluntary and community groups. Option 1 is obviously superficially more attractive, but means that funding can go to schools, hospitals, parish councils and other state bodies at the expense of voluntary and community groups. The previous system largely focussed on council performance and was target based and statistical. The new system looks at how effectively all agencies in area work, and work together. The paper looks at four areas: How to create an age-friendly society by tackling age discrimination and providing better services; Helping people to prepare for later life by providing more support for people to plan their pensions and the type of support they might need; Helping people to remain active in society throughout their life either through continuing to work, volunteering, taking on more responsibilities within their families or learning new skills; Providing more support and protection to help older people cope with ill health, depression, maintaining social networks and having sufficient money. Whats more, around 41 per cent of Londoners formally volunteer their free time at least once a year and, if you look at formal and informal volunteering, such a babysitting or doing the shopping for an elderly neighbour, then 72 per cent of Londons population had volunteered in some way at least once in the year before they were interviewed. Such figures are certainly encouraging and with 70,000 volunteers needed for the 2012 Games, public interest in giving up some free time for others is on the rise. Today Londons boroughs are increasingly recognising the advantages of engaging with the voluntary sector: to skill and re-skill workers; improve local services to vulnerable residents; and create a lasting legacy of community engagement up to and beyond the London Games in 2012. So while there is a natural focus on 2012, the real challenge is for Londons boroughs and their partners to create a culture of volunteering that will outlast the Games and ensure that Londoners themselves have the skills and experience to carry on the good work at a local level long after the closing ceremony. The NOS have been developed after intensive consultation with people and carers who use sensory services, employers, care workers and key stakeholders across the sector. They were produced in conjunction with Skills for Care and Development sector skills partners.
