About 70 people attended, including the Leader of the Council, Cllr Stephen Carr and Portfolio Holders for the Environment & Leisure, Adult & Community Services, Children & Young People, Local Economy, Public Protection & Safety and Resources. Chief Executive of the Council, Doug Patterson, chaired the meeting. He delivered a presentation outlining the scope of Building a Better Bromley, and the issues that will be the main focus of the Council over the next few years. The meeting was then opened up for questions from the floor, and for questions previously received by the Council. Issues that were highlighted by this question and answer session included town centre developments in both Bromley and Orpington; recycling; and environmental items such as empty properties, road cleaning, cycling lane layouts and air quality management. Accessibility for people with disabilities at several local railway stations was also a concern. Some young people attending asked about provision of youth activities in the Town Centre and how to become involved in decisions about allocating budgets for young people. There was also a question about involvement in planning for the Olympics. There was a query about a lack of funding for the provision of a transport scheme for young people with disabilities; and about the ability of local organisations such as the CAB to provide financial and debt counselling in difficult economic conditions. In response to another question raised, reassurances were given that the Astley Day Centre would not close until appropriate alternatives were allocated to current clients. Other concerns ranged from questions about funding and finance in the light of involvement in the Icelandic bank, shortfalls in Council Tax or business rate payments; Biggin Hill airport developments; disposal of the Studio and 101 Parish Lane; the possibility of free swimming for OAPs and how to extend library opening hours. HYPERLINK \l "_Local_news_1"Go back Healthcare Commission - Annual Health Check your help is needed The Healthcare Commission conducts an Annual Health Check each year on all NHS Trusts. This takes the form of a self assessment which has to be submitted in April. There is a section for a contribution from both the Overview and Scrutiny Committees and the LINks. The Trust is obliged to include any comments verbatim. The Bromley LINk intends to prepare a statement commenting on the performance against the standards for inclusion in the declarations of Bromley PCT, Oxleas Foundation Trust and Bromley Hospitals Trust. Bromley Links is inviting local groups and individuals to send your evidence-based comments to give the LINk the opportunity to cover the widest possible representation from the Bromley Community. It is important to note that these comments on the way the services are provided carry significant weight with the Healthcare Commission and can genuinely affect the ultimate ratings given. Comments must not be evidence based and not be personal; they can of course be positive as well as critical. The deadline for comments is 28th February, 2009. Delivered by Jas Kundi, Ethnic Liaison Officer for Child Support Agency (South East of England), the course will look at how to make an application for maintenance, main legislative changes that will ensure collection of maintenance and how maintenance is calculated. As this is an introductory informal workshop, you will able to ask questions at any time during the session. Jass role is to work in partnership consulting and involving ethnic groups to improve the CSAs service. She says, We recognise that there may be cultural and language barriers which stop certain communities from accessing our service. HYPERLINK \l "_Local_news_1"Go back Common Core and Common Assessment Framework FREE Training programme Community Links Bromley presents in partnership with CWDC and London Borough Bromley a programme consisting of three workshops suitable for those involved with children at middle management and/or senior practitioner levels. Everyone wants better lives for children. Most children do well, but some have important needs that currently are only addressed when they become serious. The aim is to identify these children earlier and help them before things reach crisis point. The CAF is one way to help all those working with children to do this. It is a tool to identify unmet needs. Even if practitioners are not trained to do a common assessment themselves, knowing about the CAF will help them recognise when it might help so that they can arrange for someone else to do the assessment. The Common Core of Skills and Knowledge is a skill set which is required for someone working with children to practice at a basic level. This course will give you a short overview of the Common Core. These are standard contracts to be used throughout the country by PCTs to cover agreements between PCTs and providers for the delivery of NHS funded services. Mostly this concerns contracts for acute and large NHS or private sector provided services but they will also apply to third sector organisations where they have a contract with local Primary Care Trusts to provide services. However, they do not replace grant and similar funding arrangements. HYPERLINK \l "_National_news_3" Go back Sustainable Communities Act The Sustainable Communities Act sets up a new process where local communities and their local authorities can drive central government policy and action on reversing community decline and promoting local sustainability. The Act also requires central government to publish local spending reports which will be a breakdown of all public money spent (local and national) by local area. Local authorities then have the power to argue for a transfer of specific monies and function from central to local control. The Common Assessment Framework (CAF) for Adults is a generic approach to assessing the health and social care needs of individual adults. It aims to support improved coordination between health and social care services. A key issue in the framework is how broader changes with the introduction of personalisation and individual budgets overlap with a common assessment framework. It sets out principles of the framework and care planning and then goes into more detail with regard to information sharing between different agencies and individuals to deliver the common assessment framework. The Secretary of State for Business, Enterprise and Regulatory Reform, Peter Mandelson, assured the ACEVOs Chief Executive that Government support for business is for all business, including the third sector. Between April and December 2008 the Volunteer Centre Bromley saw an increase of around 23 per cent in the number of people interested in volunteering. In the first three weeks of 2009 122 individuals registered an interest, compared with 54 in the same period of 2008. If this trend continues as 2009 progresses, are the Boroughs volunteer-involving organisations prepared to ensure that as many people as possible take up volunteering?
