Scope: The research and subsequent report was intended to cover issues and experiences faced by older and disabled people in using transport. It predominantly covered public transport but included some more specialist provision such as dial-a-ride and taxicard. However whilst it looked the operation of the councils own transport service for older and disabled people recommendations on this were not in the scope of the report. As well as assessing current provision it looked at experiences elsewhere and what could be learnt and implemented to improve the experience of public transport and also how some people could be helped to be more independent in using public transport rather than special provision. Issues examined included how agencies could work together, how accessibility could be improved not just physical but also peoples confidence in using public transport. The format of the report There is a short introduction including recommendations, a section discussing findings of research, some discussion of possible actions, conclusions and more detailed recommendations and the remaining third is appendices. Key recommendations are: Creation of a Bromley specific Transport Access Guide. Inclusion of transport information and schemes in forthcoming Bromley Social Services Access Hub/Web Portal. Creation of Day Centre Travel Plans. Development of a pilot Travel Project. Pilot Travel Training for a small identified group of individuals. Establishment of a Mobility Forum. Improvement of internal Council communication. The report makes clear t hat there are many people in the borough with disabilities or who are older people. Only a small part of this number receives social services but it is important that universal services such as public transport meet their needs so they can remain independent. There is discussion of the bough transport service with unpredictable delays making it difficult for people to plan. The Bromley Community Transport service provided by BATH is also covered. BATH has been a registered member of the Community Transport Association for the past three years. Transport for London has a contract with BATH to carry out work on behalf of Dial-a-Ride but they also operate a fleet for hire to members. . The review looks at the accessibility issues in the broadest sense. It considers physical accessibility only 9 of the boroughs 26 rail stations have step free access and some of those are separate entrances to different platforms and the only way from one to the other is by footbridge or along road diversion. Whilst buses may be low floor and have wheelchair space there is competition for these and buses may move before passengers are settled. There is also a range of broader issues linked to confidence. Interchanges can be busy and confusing causing anxiety for users and information displayed is often not in a format useful to all. On this last point the report makes a number of simple ideas to improve the accessibility of timetables: Use an easy to read font such as arial. Use large print font size 12 or greater Use white space to break up the large grid-blocks of information Do not use a 24-hour clock, Include an image of the clock face where possible Use pictures and symbols where possible Provide information on where to get help or further assistance Some transport providers already provide large print versions More seriously some older or disabled travellers may feel uncomfortable or even intimidated by some other travellers journeys at school time were mentioned in the survey. Incidents elsewhere suggest bullying and harassment may be an issue both the fear of it and also steps taken to address incidents that occur. Comparisons with other boroughs Comparisons are made with a number of other London boroughs including comparisons of number of older people and disabled people and numbers of freedom passes, taxicards, dial a ride and blue badge holders. More compressively there is also a recommendation to follow good practice of other boroughs. One recommendation is to produce an access guide which would be available in a variety of media. Such a document has been produced in Croydon and is available online and in large print available in libraries. This was produced with the Croydon Mobility forum (see below). Another recommendation was to develop travel training. A number of other boroughs run schemes offering Travel training, travel mentoring and travel buddies, predominantly to those with learning difficulties. The work in Merton is particularly noted. The Merton programme involved: Merton Road Safety team Learning Disability Development Fund (LDDF) Day Opportunities Navigator Community and Housing department Travel Trainers Community and Housing department College Tutor Merton Adult Education department Transport for London (TfL) Merton Road Safety Education team applied for and received funding bid from the Department of Transport to produce a travel training DVD ( HYPERLINK "http://www.merton.gov.uk/living/disabled/independenttravel.htm" http://www.merton.gov.uk/living/disabled/independenttravel.htm) Bromley has provided travel training to a number of individuals but the report says it needs to ensure there is ongoing support. Bromley Mencap already provide a number of travel buddies to enable any disabled individuals to access social and leisure activities. Working with Bromley Mencap to expand that service and develop it further to include travel training would be a logical progression. Other borough comparisons in the report included: Camden and Islington short terms loans of mobility vehicles Newham the only borough with a 0% refusal rate for dial-a-ride (also with the highest costs) Westminster their white badge scheme its version of the blue badge which does not operate in the City of Westminster. There is also an examination of the Croydon Mobility Forum, which comprises: Elected representatives from voluntary sector Access Officer Equalities Officer Social Services Officer Transport Policy Officer Street Scene Officer Four Councillors Health Authority Officer Service Users and Carers A representative from the Mobility Forum will also attend the Transport Liaison Panel and the Road Safety Partnership to both present issues and to report information back. Schemes such as the Blue Badge and Freedom Passes are regular agenda items as are reports and updates from Dial-a-Ride, Croydon Accessible Transport (community transport), Transport for London and transport providers. The Mobility Forum is currently administered by the Access Officer, a council employee, who prepares the meetings and will pass relevant issues on and disseminate information to the Forum as appropriate. Croydon are currently exploring ideas to try and engage with the numerous vehicles in the borough owned or run by volunteer groups, community groups or charities which may not be used regularly. Croydon provide funding for a number of organisations to assist with their vehicle or transport costs. One idea being explored by Croydon is to stop providing separate funding but rather pool all those funding allocations and also look at a social enterprise model. Discussion of proposals for Bromley The comparisons lead on to recommendations for action in Bromley. These are generally proposals to increase collaboration rather than develop new services. These include: Developing an access guide (above) Developing / enhancing existing travel training and making part of transition between services A social services Access Hub / web portal all information on Freedom Pass, taxi card, blue badge and taxi card but other information as well - such as the DisabledGo report on Bromley. A mobility forum. The report suggests a Mobility Forum in Bromley would address these issues and provide: A point of reference for mobility issues A crucial communication outlet A consistent approach across groups A pro-active and co-operative approach The report suggests that the Mobility Forum should have a clear mission and vision; it should not be concerned with solving individual issues but rather recommending and promoting ideas with wider benefits. London Councils is considering establishing a pan-London Mobility Forum or regional forums so it is thought important Bromley establish something which can feed in. initially it will be hosted within the council with long term aspiration as an independent body. Conclusion: Transport is very important both to maintain independence and physical and mental health but also access to services with health needs. The report sees lack of information as the key issue, linked with lack of confidence. Ensuring as many people as possible are able to access transport is as much about making sure individuals are aware of what is available currently as it is about future transport strategy.There are individuals who are impaired by lack of information not lack of physical mobility or mental capacity who are not being supported to overcome that, part of an unsustainable demand on borough-transport and Dial-a-Ride.
