Thereafter to identify further development needs within the voluntary and community sector (VCS) and to work with Community Links Bromley, London Borough of Bromley, Bromley PCT and other statutory agencies and others to deliver capacity building support to the voluntary and community sector in Bromley. To particularly focus on engaging with and building capacity of VCS organisations previously less engaged including BMER, tenants and residents, deprived or isolated communities. To collaborate in gathering data and evidence to inform commissioning decisions including via the Bromley Hub. To take forward the implementation and development of the Bromley Compact. To collaborate with CLB and statutory agencies in broader communication and community engagement activities. Membership: The organisations which may be members of the consortium are Any forum or network which has adopted a constitution and whose membership is principally other voluntary sector agencies (as opposed to individuals) Any organisation able to demonstrate that it undertakes a representative role or is able to deliver capacity building or other support to the wider voluntary sector Statutory agencies playing a significant role within the Local Strategic Partnership including London Borough of Bromley, Bromley PCT Metropolitan Police and others Multi-agency / cross sector partnerships which have adopted a partnership agreement where these are relevant to the consortium Membership will be based on organisational representation and members should reflect the views of that organisation not their own individual views Organisations must nominate one individual and one substitute to attend meetings Those individuals should be sufficiently experienced and have sufficient decision making authority to be able to influence any decisions taken by the consortium Any member may bring a shadow representative in order to ensure the consortium has a developed pool of members. Membership should reflect as far as is possible the different communities, interests and concerns of the population of the borough as a whole. Specifically it should include and represent: Geographic locations Economically or socially advantaged or isolated communities BMER communities Broad range of age groups Faith groups Disability or long term health conditions Sports / physical activity Cultural Environmental An organisation may be co-opted for a time limited period if the existing membership does not represent the breadth and depth of the community in Bromley for example BMER community, or a part of it, Localities Faith (or any particular faith) Particular age ranges (e.g. youth) There shall be a Chair but no other officers. The chair will be elected every two years by the members. Business The Consortium shall meet at least quarterly CLB will provide administrative support for the consortium - distributing agenda and associated papers 7 in advance of each meeting and taking minutes. Each meeting shall review the business plan and Action plan determined by the Workplan 2008/11 submitted to Capacity Builders Each meeting shall determine which work is to be undertaken by sub groups or members collectively In addition time limited sub groups with an elected Chair may also be established to carry out specific tasks Sub groups shall prepare a simple report on progress prior to each meeting of the consortium Unless specifically agreed each sub group shall be self supporting. [Consortium meetings will be open for non members to attend; they may speak with the permission of the chair but may not vote.] * Membership obligations Every member shall: Attend meetings or ensure that their substitute is able to do so Read papers prior to meeting Be willing to be a member of a sub group Keep their forum / organisation informed of the work of the consortium and seek views from them on consortium activity Actively promote the consortium Take on responsibility for engaging with the VCS working with sections of the community not currently engaged with the consortium.
