The accreditation will be based on: Physical environment opening hours consistent with other local shops physical accessibility somewhere users can sit and wait and somewhere to demonstrate equipment Competency Already operating e.g. 3 years experience of Information Advice and Guidance or mobility stores Existing qualifications e.g. occupational therapists or a commitment that within 6 months of award of accreditation the organisations will have trained staff The accreditation is ongoing - standards must be met continuously. Accreditation only applies to organisations seeking to dispense equipment prescriptions not to the general supply of equipment for sale (as for commercial ventures now). How can these changes reduce stigma of equipment service? Because there will also be a retail model and that people will be able to exchange prescriptions anywhere it should be possible to develop more mainstream and attractive equipment which are less conspicuous. An example was given of a bicycle for amputees which looks very stylish and could be available through high street shops no specialist providers. Who gets an assessment? Anyone with a need for equipment is entitled to an assessment under Community Care Act. Eligibility criteria apply for social services equipment, but not for NHS. Criteria vary between local authorities but once agreed they are portable. Everyone would get an initial assessment but although this is currently by an OT (which leads to waiting lists), it is planned to have qualified assessors for simpler cases leaving OTs to work on more complex assessments. Where will assessments be? They will remain with NHS eg hospital discharge or social services but there may be some qualified assessors in the third sector. There will be 3 types of assessment Self assessment - online tools such as Ask SARA available at single point of access - which could be third sector Private assessments people who can or want to pay privately Statutory - eg hospital discharge In relation to self directed support, is it correct that most people will go through brokerage Many people go to the support and brokerage at Age Concern Bromley and Mencap if not eligible for services, designed to fill a gap. A brokerage approach is now used in Care Management. Some care management and social workers will specialise in brokerage. Will those with complex needs be left with just assessment and brokerage, when they need long term and frequent re-assessment? The intention is that constrained resources can be focussed specifically to those with most need. At present it is the middle group (not able to fund privately and not eligible for council funding) have the least choice as they need more support. Buildings and services are surveyed by qualified surveyors and also includes issues about staff training. 100 venues are included in Bromley.
